Goiing rate for getting in without insurance?

Going to Zanzibar for first time in July - if hypothetically a party of 6 hypothetical folk, mostly Zambian but also 1.5 UK hypothetically didn't buy this mandatory insurance beforehand would they hypothetically be able to go up to the border guard at the international airport and hypothetically pay less to hypothetically get in?
