Is Cipher worth it?

My current team for Acheron is Jiaoqiu, Pela, and Lingsha. Cipher would replace Pela because I love Jiaoqiu for story reasons. Also is it worth it to build Gallagher to replace Lingsha? She’s obviously amazing but everywhere I look everyone has Gallagher instead of her.
