For some reason there is no possible way to kill someone without a 1000 gold bounty, in the woods alone, in a house alone, 3000 miles away from civilization, no matter what, 1000 gold bounty, in the old Oblivion there was a glitch that gave you an assault charge of 40 gold and that was manageable, I just killed someone fully stealthed, 100% chameleon, with no one around, 1000 gold immediately.
