I am confused between Illinois Tech and University of West Florida

I am pursuing masters in cybersecurity. University of west Florida is less costly with around 12k tuition, but I am not sure if pensacola is a great place to be.

Illinois institute of technology has much higher tuition around 22k after scholarship, but it is in city area, in Chicago.

What do you think is a better option, please please give your opinion?
