Why is it harder to motorise?

I play Vanilla and Kaiserreich about equally and something I have noticed is that it is a lot harder to fully motorise (three trucks) your armies. You need to put tons of military factories to produce enough trucks and ot takes like at least two years for me to do so. Why is that?
