Neighbour’s Dog Entering my Driveway to bother my cat, What can I do about it?

Hello all, I come to ask what can be done on a situation I’m having. Recently I adopted a rescue cat. She is lovely but she had an accident before and she does not have a lot of confidence running or jumping. She spends most of the time resting and checking the outside from the windows. One of our neighbours has a big dog and he often walks him without the leash. It happened a few times that the dog run inside our driveway to try to catch the cat. Once it even scratched our window in doing so. The neighbour doesn’t seem to care. Last time the dog did this was 2am (it’s 3am, it literally just happened) and I just went out and saw the neighbour quickly entering the house after.

He is not taking the dog out on a leash after a few of these episodes and honestly I don’t think I’m supposed to be restricting my cat and make her avoid the windows because of this dog.

So my question is, besides talking to him, what can I do ?
