was there a failed uprising in district 12 before the original trilogy?

i’m rereading catching fire and noticed that after Cray leaves district 12, Haymitch has more than one comment about how this has happened before, or that katniss would understand some of these things if she had been around “before”? could this be implying that there was a lot of unrest and an attempt at an uprising previously? i always assumed that despite there being more covert attempts at rebellion, this was the first time there had been a more widespread threat of it.
