Need help for tuition expense

Hi! I am a student with payables from the previous semester. I am under scholarship for this semester so I was able to keep going since my plan was to initially stop. But, unfortunately, the scholarship is unable to cover my payable from the previous semester. This amounts to around 366 USD (since my currency is in Philippines pesos). I tried to ask for help from the office but they are unable to move forward with my clearance if I am unable to pay the amount not covered by the scholarship. Moreover, they don’t allow promissory notes by first year students. I am also not from this region but went to school here because the accumulative expenses are way more affordable. However, the deadline for the payment is on May 7 and my family and I are unable to find that huge of an amount in that amount of time because of ptgr necessary expenses. I hope someone may be of help.
