Is there a way to change tier one government reform through console commands?

I’m playing as France with Europa Expanded and a few extra mods ( potentially the cause of the issue) and I never got any decision to switch off of French Feudalism. Now it’s 1614 and I have 50 max absolutism and a locked in tier 1 gov reform. Any way to forcibly change this?
