Fulton cruzin’

Never been down to fulton st during a cruise night and im assuming cinco de mayo will be a big one. Is it basically grid locked and hard to just “check it out” for a bit? Any recommendations on where to park and watch on the outskirts of things for easy in and out? What time do you think it will start?
