That was Degrading: Does NPC level in Smithing and Enchanting actually mean/do something? Does any NPC provide the best stats and double enchanting?

I've yet to see an extensive rundown of the mod's use and capabilities, aside from the main selling point of not having to invest time in the skills and opting instead to spend money in a lore friendly way.

Does anyone here have any thorough experience? Is it possible to have the best enchanting or smithing numbers when comissioning a craftsman? Which NPCs temper for better endgame stats? Is it possible to double enchant an item?
