Is tab priority based upon level completely bugged?

I reorganized all of my stash tabs, changing them from tab priority based upon unique/legendary/exalt/etc to instead sort by item level... but none of them work. Literally no items when moved from stash to char and then back go to their correct tabs.

Do I have to create all new tabs rather than reusing old ones?

The whole thing seems bugged.
