Champva

Applied to have wife and newborn on champva but it's taking a while and my wife is pregnant. Went to the prenatal care and we were told that we have to pay out of pocket at the time of our appointment or we can't be seen and then we could apply to have it paid back when champva comes in... anyone have experience in this realm?
