Why doesn't Devin file a report on Shelly being abusive towards him during their time together?

He was lovestruck with her even though she was controlling and abusive towards him and that Carrie have romantic feelings towards him. I'm surprised that Shelly let Devin have female friends even though most abusers don't let their victims have friends of the opposite gender so that they don't get jealous. Shelly probably knows about Carrie feelings towards Devin and probably mocks her for it.
