Question about the Turmoil Knee Pads

Im new to the game, just got to level 40. Was looking at some builds and the one that seems the most fun used the Turmoil Knee Pads with Hotshot to 1 shot enemies. I didnt play at the beggining of the month, so im wondering if anyone knows if the Knee Pads can be dropped in Summit if you target Knee Pads?
