Mercantile 100 Issue

I grinded for Mercantile 100 in the remaster, because the skill menu says that Mastering it allow you to sell items for full price; however, when I try to buy/sell thing I still have to haggle and npcs still refuse offers even at disposition 100. Is this just how the skill works, and if so what does mastery even give you?
