[pc][2000~?] A game about a city

ello everyone! I am trying to remember the name of a game I played about 20 years ago. It was an isometric 2D game where you controlled characters that fought over coins. The game was only played with a mouse. The characters were: • A man in a child’s costume. • An old lady who . • A girl with a whip. • A clown • A man with a pumpkin head (Jack-O). And others but I can’t remember, And the last chapter was a guy with knife.

The opening video was funny and featured a black man being shot at by a character for taking a coin. The game had a humorous tone. The graphics were between cartoonish and somewhat realistic, similar to games like The Sims 1 but with a more exaggerated, comical style. Each character had its own special move and stage. Does anyone remember the name of this game? Any help is appreciated!
