RTX 3070 problem

Tech Support

Sup guys i hope i can find someone who can lead me right way. I am having problems with my pc after pretty much rebuilding everything only thing i didnt change is case and PSU.

My build is
RTX 3070
AMD Ryzen 4500

32 GB 3200mhz
MSI 470X plus motherboard
500 W PSU Fractal design gold plus
And some other shit around like 2x ssd and one hhd fans etc.

Before people gonna tell me "Your PSU is too weak for this card" I know its on a limit however it has nothing to do with the problem which I will try to describe. I made x measurements where despite the maximum load my computer simply did not exceed more than 400 W consumption even after that the card itself took over 230 W which is absolutely normal for this card. So i dont think so its about my PSU (but yea i will upgrade it asap)

Now to the problem
In the first picture in the upper right corner we can notice that the 3070 is probably running as it should. The power consumption and its usage is within what one would expect for cs2 and even according to various benchmarks it fits looks ok so far.

However, the problem arises the moment we get to the game (ANY GAME)
in picture below

It doesn't matter what the game is. Once you are literally ingame in any game. Graphics start running at like 20% and only take around 70-90 watts which is extremely low for graphics like the RTX 3070 (that's what my old 1060 6gb was taking). Let's mainly say that the whole game is in low settings (as probably everyone plays)

Why in the menu it works as it should and as soon as I reach the game it doesn't work.

Please note that this happens in every game for example rust. In the game menu it pretty much takes 200w but as soon as I get to the game the card again starts running at 70 watts and no more, generating around tragic 70 fps (lowest setting also). My old pc could do 100 fps on low settings in rust with no problem.

My old build (1060, I5 8400 16GB 2600Mhz etc) generated literally better fps on every video game I played on the LOWEST settings.

Here comes the incomprehensible and funnier part for me. If we put both games I gave as an example on the best graphics settings possible. The card decides to start working as it should in the game just by practically forcing it.. as we can see in the picture below.

The graphics takes around 150 watts of power and generates around 200 fps AS IT SHOULD ON THE BEST GRAPHICS SETUP IN GAME according to various benchmarks.

It literally generates the same frames per second as on the worst graphics settings. When I add 9 more people to that map it's around 90-120 fps (on best graphic) which apparently this build is supposed to handle on the best graphics settings so it fits. And this is also reflected exactly in Rust. I literally get the same fps or maybe even slightly better when I play on ultra than when on low.

CPU goes around 45% aswell.

No temp problems nothing.

I used xxx benchmarks softwares as cine to test graphic card. The card can pull 230w with no problem when you FORCE It and i genereta around 9300 score in cinebench
as it should by statistics.

For people who are in computers more technically than as "gamers" I believe some will say what the fuck does he even want. It "works" the way it does but I believe gamers will understand me.

I play those games on low for a reason to have the best fps I can and to be as competitive as possible that's also why I wanted to upgrade I simply couldn't with my old build anymore.
It's supposed to give me the best possible performance it has and go all the way to the max (until the bottlneck from the processors occurs which is also the weaker part of the build i know) and not that I'll be running the same fps on ultra settings as on low and the graphic simply don't give a fuck and have worse fps than my 8 years old ancient pc build

I dont rlly know where to look first. Whats the issue. Drivers on nvidia are up to date, Windows is freshly reinstalled and put on a new SSD,no overheating nothing. I simply dont know. I turned off every single "energy saver mode" in windows and in nvidia. I asked friend of mine that works with PC for 20 years and he just dont know aswell.

Can it be RAM related problem ,cpu, nvidia drivers motherboard, bios

System is simply faster and more responsive in every single possible way i would say but games are not possible to play on this. Even on league of legends i have 90 fps and my gpu sits on 1% of usage and cpu like 15%
