Mission Federal CU's 16-17 year-old policy

On the Mission Federal Credit Union's FAQ, it states that 16 and 17 year-olds may create an account without a parent/guardian if they possess an official government-issued ID. Here I am, with my official California Identification Card, and no dice. Does anybody have any ideas as to why the website will not allow me to create a checking acount?
