Some questions about the Lumix FZ-38

I found one thats apparently in good condition on a local marketplace. Im negotiating the price from 110. Im trying to get it down to 80 because the battery is dead. It comes with a charger and everything. My question is is it worth buying?

Im looking for people who have experience with this camera. I am specifically looking for information about the manual mode for the camera. Id like to experiment with long exposure shots but with such a low shutter speed, daylight photos get overexposed. I looked it up and the aperture range for this model is f/2-f/8. Would f/8 be enough to get good daylight long exposure shots or would i need to buy a filter? I checked the same local marketplace for 46mm filters (the lense that comes with the camera is 46mm) and there is none. There is also no step up rings for that size so im gonna have to be ordering online (non local).

Im interested in any reviews or experiences any of you have with this camera. Anything you can tell me would be useful. Pros, cons, whatever.
