Title problem

i have a bike i just recently bought it doesn’t have a title but the one and only owner paid off the bike and forgot to call the bank for the title and it now has no title he tried to get one from the dealer but their files only go back 20 years the bikes 21 years old go figure the original owner has the bill of sale but didn’t give it to us because it has his personal info on it if he took that to the dmv can i get the title in my name or should i get a bill of sale from him and have it notarized and bring it to the dmv please let me know thanks
