Why Jay will getting less minutes

Hi im not one to arm chair coach because I trust mark. But why isn't Jay will out there with chet when hart sits? He can bang with jokic while chet can roam and help instead of matching up directly.

And will can space the floor too. And facilitate!!!

What am I missing? He got 3 minutes last game
