Vicious shield - No Effect?

I was recently testing the damage multiplier from the Vicious Shield paragon node and using Barriers. While testing with dummies I noticed my damage was capping out at the same value both with the paragon node and without it enabled. Has anyone else noticed issues with no damage being increased? I’m expecting at least some damage increase even if not the full 33%. I was primarily watching the damage stat in my character sheet.
