When do you unlock terraforming?

I’m new to AC been playing idk maybe two weeks now? Anyway I learned you can terraform and I was wondering when that got unlocked? I have my first five villagers and the city center is moving from a tent to a building today but yeah, I wanna make an Alice in wonderland inspired island ^.^
