So where do elemental powers come from?

Is it the source dragons, or the FSM? I'm specifically asking about the ones shown in season 4. It was stated that the FSM gave his own powers to his retainers, creating the elemental masters. So what's going on with the source dragons? They claim they're the sources of the elemental powers, and that they gave them directly to the various elemental masters. What gives?!
