Tiguan control arms

Took it to dealership for inspection. They say it won’t pass inspection unless both front control arms are replaced. Vehicle has 55,000 miles and my son (his car) drives like a grandma. Is this a common wear issue for that mileage. Pennsylvania so it sees winters.
