Student start up loan effect os-help?

I’m wanting to apply for the student start up loan but also want to study abroad sometime through out my degree. OS-HELP is similar where I get a loan to help fund/cover costs for study abroad but does taking out the student start up loan affect the loaning capacity for OS-HELP?
