What do you do when LRE for one results in injuring others?

I taught at a school where a student had broken bones of teachers and assistants, caused need for stitches, and regularly bruised and otherwise abused teachers and assistants. A Manifest Determination was held and they ruled his violence was due to his disability, so he could not be suspended for his outbursts. Meanwhile, the teachers are not safe. Student learning is disrupted weekly every time they clear the room. For the sake of one student, 23 others are being actually traumatized.

How is this allowed to continue???
