Could Rukia bankai reach Yama capt. bankai level?

I just had this 3 am thoughts that perhaps Yama bankai is the opposite of Rukia's. If so could this mean her bankai is stronger than Toshiro?

I know it was stated that Toshiro has the strongest ice zapankto or was it bankai but that doesnt really mean when you generalize it right?

Like Toshiro bankai is not complex easily ann be on top 10 but rukia, do you think it has more potemtia
