CPU temp troubleshooting

Question

I built my PC about almost 4 years ago. Relevant parts listed below. I've averaged CPU temps in the 60s to low 70s under higher loads for that time. Replaced the thermal paste as I noticed the temps avg slowly getting higher in recent months.

After replacing the thermal paste my temps have skyrocketed, averaging mid 80s-90s easy. I already reapplied the thermal paste again to troubleshoot and I'm pretty sure it's not poor application, coverage/thickness was fine.

The pump is below the highest point in the loop, but I do still hear bubbles rattling in the pump area. I've tried tilting the system to move them out but still hear them. It's not all that loud though. Even with fans running at max, the CPU temps are too high. All other temps (GPU, chipset, etc) are running normal.

Any ideas, help, tips would be appreciated.

Try reapplying a third time? I've applied paste many times w/out issue.

Do I need to pick a different thermal paste? The one I tried had good reviews.

Time for a new CPU cooler? It's worked fine up til now.

Please help. TIA.
