what to do?

there is no separation between my place & neighbors outside just a screen. they have their laundry & kitchen outside directly next to my side. basically when i step into my backyard, it is as if you are stepping into your neighbors house because they are outside 24/7, no privacy, they smoke all day/night & cant sit outside in peace. i can hear every conversation & movement which is driving me crazy. the male neighbor has had the audacity to say im being loud for simply shutting my doors. i have complained to our HOA & no response. even text my neighbor asking them to be considerate about noise esp WFH but they ignore it. what can i do? any legal options? i have blasted loud indian music outside for hours & this does nothing to stop them.
