How to Get Part-Time Job as Teen

I live in the US in California and I can't seem to find a job. I'm currently 17 years old almost 18 so I'm not like 15 trying to get a serving job. I don't have any relevant experience with working Retail or in Food Service but I've worked on my school student store with cash transactions and done volunteer work.

I have applied to probably over 200 jobs but only got 1 interview last year. Is there anyway to pump up my resume or seem more desirable? I typically apply through the company website as well.
