How to remove valve cover?

Not sure what this thing is but I’m assuming it comes off prior to install of the handle? There are screws but water shoots out when I unscrew them. Obviously the water is not off but I didn’t know if that was a bad sign? If I turn water off and remove this black cover, does the presence of the water indicate other issues? Thank you.
