Did Chase have an agenda against law enforcement wanted to show them in bad light not the mafia.

I have heard that he actually wanted to show mafia in bad light. and that is true especially in later seasons. but the amount of fuck ups FBI do is just too much. most of the rats. also that lamp thing was just to embarrassing for FBI from starting to end.
