Are Cartethyia and Zani the same?

Based on the preview we got, it almost seems like Fleurdelys' form is locked behind the liberation (hope not), like how Zani basically transforms in her liberation as well. Is this just going to be the norm going into the near future?

At this current moment, I don't know if it's just me, but I hope Fleurdelys isn't just locked behind Cartethyia's liberation. I feel it makes more sense to not be locked behind her liberation. It would be disappointing if so, but I hope there is another way to transform without the need of using her liberation.
