Canadian Code question, kitchen counter receptacles

I have a switch near the sink for a receptacle under the counter, for a garbage disposal unit that was never installed, it’s on its own 15A circuit. Anything stopping me from deleting the receptacle under the counter and replacing the switch with it? TIA
