When do you receive trait mods?

Do you have to be level 10? Or be win-streaking? Or is it just luck?

Up to now I’ve not paid attention & just been pleasantly surprised whenever I received them. Finished 2nd my last game and 1st place player had some trait mods but I didn’t get any. They were lvl 10 board and I was level 9 board.
