Picked up a hat with a horn symbol on front a feather in side and creased. Looks better than civil war hat! Why would they even make this if I can't pick up and collect, unique AF

Just north of Bolger glade, hit a lemoyne camp,I've started to pick up every hat I see since I've found even the most unimportant NPCs can have collectable hats wagon drivers etc. This one was one of the BEST looking civil war hats, hat a French horn looking type on front , folded on one side, and feather down other side of cap like Arthur's cap! I know I can "wear it" but this is probably the first hat I've seen that's this unique and doesn't seem you can collect?
