I'm an irregular incoming 3rd year, but my scholastis status is regular. Can I still apply for JLSS?

Not sure if this was already asked in here before but...

For context: I study in a state university and I applied for DOST-JLSS. I'm incoming 3rd year irregular student, but irregular dahil shiftee ako and the subjects that I'm taking is hindi siya aligned sa dapat na subjects pang 3rd year (e.g 2nd year student pero pang 1st year ang subjects). Ang nakareflect naman sa scholastis status ko is regular ako. Additionally, nakakuha ako ng INC sa isang minor subject pero na comply ko sya 2 semesters ago. Legible parin ba ako to apply?
