How would Chapter One’s trial play out if the 11307 Hint Did Not Exist?

If I’m remembering correctly the 11307 Truth bullet isn’t used until after Makoto is proven innocent. If Sayaka didn’t write the message or Leon somehow cleaned it up, who would get executed? Because at that point there was no one else that could’ve been a valid suspect.
