Help Unlocking Weapon

So I recently completed research for the PPD 34/38, however I can't purchase it. I believe the reason is because I haven't unlocked the Obrez. I was playing before the guerrilla update and was past T3 as the Soviets. Do I need to unlock this in order to advance?
