Is Citlali actually decent with skirk or is it a cope?

The two main staples in skirk teams are obv furina and escoffier, now for the third slot most agree that it’s either Yelan or shenhe but I’ve also seen some say that Citlali is good but I just don’t seen how that’s the case? I mean Citlali only buffs hydro and pyro? The only upside I can think of is that she can hold ttods but so can any cryo/ hydro catalyst?
