Passport in lieu of National ID

For situations requiring a national ID, can a full passport suffice?

I’m in the process of converting my NWOHR to a full passport. Part of the process requires my parents’ national IDs but they seem to have misplaced them and taking them back to TW isn’t an option right now. I do, however, have their passports, which are a full passport, with their ID number on it.
