Predicament

So I am trying to a FFL TRANSFER, I did the paperwork asking if I was a felon or planned on selling the firearm and was I under any investigation. All was no ,then it asks something to the effect of have ya ever been in a domestic violence, and unfortunately I had the police called before during a argument ,though I left in hand cuffs no charges where pressed and the prosecutor dismissed it as a affray. And I have nothing against me. I have had two TRANSFER of firearm since then.one was In December before last. I went by another gun store on the way home and they said that I had to purchase something before they could do a background check. Unfortunately the pawn sukr said he was sending it back to the original seller. Said I wasn't allowed to do any business I asked for a copy of the paper work or could I take pictures. He had to call his boss two times prior cause he didn't know what to do ,he replied that he would be in touch. Wtf ..
