I don't know what to do

I got 36XX, and I filled the counselling form and choices. Now, I didn't know the counselling started on 19 may due to adv. I have been allotted ece cat 1, but now I can't pay the advance fees as the window has passed. I have tried calling the admission office, no answer. I mailed them but still no reply. Can I apply for phase 2 counselling. Plz guide me
