Colorado- transferring title from my parent and I to just myself and registering out of state car

Hello i need help im extremely clueless. I need to get a VIN verification, i have a notarized power of attorney form that my mother signed, and now I have the title in each of our names that I need to just be my name that's from a different state. I haven't signed it yet but what do I need to do to register my car in CO

can I just bring my power of attorney and the title to the DMV ?
