new 6E deployment in office environment

I'm planning a greenfield wifi 6E deployment (Juniper) in a new office space. Clients are almost all m4 MBP which all support 6E.

However even at the lowest power (1 dBm + 6 dB antenna gain = 7 dBm), and lots of APs, I can see in the predictive heatmap that macOS clients are still super sticky. You can sometimes walk the entire building and get stuck to the furthest AP.

Is there no solution for this? Is Mac better now at re-associating to a new AP after a sleep/wake cycle? In the past I've found this to be very spotty.
