Seawater Pump unlocks twice?

Or am I just missing something? You can unlock the Seawater Pump in the Basic Desalination research just after you unlock Lab I. However, you can also unlock it just after Research II in the Thermal Desalination research, along with Thermal Desalinator and Seawater Pump (Tall). Is there a reason for this? Or just an oversight?
