Retro database ratings criteria

Hello everyone. I've just seen a The Mad Scientist 1986/87 DB for FM24. So I'm curious how these people who creating retro databases put ratings on like Igor Belanov from Dynamo Kyiv. If anyone knows the answer or is there a like sheme it would be helpful.
