Can I change university after sunway foundation?

I'm planning to take sunway foundation in arts in august. If I change my mind about sunway can I use the foundation degree to apply for somewhere else like monash for example? Also, is sunway actually the best (private) business/accounting school in terms of quality of education or is there better?
